The Sedalia City Council will discuss a new ordinance affecting future demolitions in downtown Sedalia during tonight’s meeting.
Council approved a 90-day moratorium on downtown demolitions almost exactly a year ago, extending it multiple times, until the Historic Preservation Commission could research and prepare an ordinance that provided standards for downtown demolitions. During tonight’s meeting, council will review an ordinance adding Section 64-73 to the Code of Ordinances relating to the Historic Preservation Commission’s review of demolition permits.
According information in the meeting packet, the goal of the ordinance is to help maintain the historical integrity of Sedalia’s downtown area.
City Administrator Gary Edwards told the Democrat after the Feb. 1, 2016, meeting that the legislation would “prevent any demolition that would go against what the strategic downtown planning calls for.”
During the pre-council meeting, council will hear a presentation on an operational overview for Calendar Year 2016 and a presentation on the Fiscal Year 2018 budget preview.
The regular meeting will begin with a public hearing regarding the establishment of the 1705 Broadway Community Improvement District. This CID is for Harbor Freight, to be located at 1705 W. Broadway Blvd., and will only impact this business. During the meeting, council will review an ordinance approving the amended petition for the creation of the CID.
During the meeting council will also:
• Review an ordinance establishing a No Parking restriction on the west side of South Missouri Avenue from West Broadway Boulevard north to the first alley. This is recommended by the Citizens Traffic Advisory Commission. According to the meeting packet, staff research found this restriction necessary for safety reasons.
• Review bids for four 25-yard glass recycling containers. According to the meeting packet, the city received a grant through the West Central Missouri Solid Waste Management District for these containers, which will be placed for the collection of glass for shipment to Ripple Glass in Kansas City for recycling. Staff recommends the low bid of $22,792 from Gregory Container, of Kahoka.
• Review an ordinance amending the budget for Fiscal Year 2016-17 regarding the Downtown Building Inspections project. According to the meeting packet, an amendment is needed to complete the payment contract with Wallace Engineering for the inspection program. The contract has a not-to-exceed total of $60,000, but the budgeted amount only allows for $42,000. Information from Edwards states “virtually all of the downtown buildings are now inspected.”
• Review a records destruction request from the Personnel Department.
• Review the appointment of America Perez to the Police Personnel Board, completing Billy Foster’s term expiring June 2017.
