Council to discuss recycling, Housing Authority

During tonight’s meeting, the Sedalia City Council will vote on a few items relating to the recycling services reorganization, as well as hear an update on the Sedalia Housing Authority.

Council will hear two presentations during the pre-council meeting: a status report from Acting Chairperson Deanna Clark on the Sedalia Housing Authority and a monthly financial update from Finance Director Kelvin Shaw.

After two extensive discussions with Public Works Director Brenda Ardrey, council will vote on two items related to revamping recycling services in Sedalia:

• Review an ordinance approving and accepting a temporary service agreement with Waste Corporation of Missouri for roll-off containers for single-stream recycling. According to the meeting packet, the containers will be provided at no charge for a 45-day period.

• Review an ordinance approving and accepting an addendum to the solid waste disposal agreement with Waste Corporation of Missouri, aka WCA, for the processing of recyclable materials. This agreement allows Sedalia recyclable materials delivered to the Central Missouri Landfill to be transferred to Town and Country Recycling LLC in Harrisonville. According to the meeting packet, the cost per pound for the processing of recyclable materials with WCA is “significantly less” than what the city is paying now.

During the meeting council will also:

• Review bids of $28,370 from Rick Ball Ford in Sedalia for two Sedalia Police Department vehicles. According to information in the meeting packet, one of these two vehicles will replace a 2015 model that was “totaled” in an accident; the other driver’s insurance paid for the vehicle.

• Review an ordinance amending the budget for Fiscal Year 2016-17 regarding the replacement of a SPD patrol vehicle from insurance proceeds.

• Review an ordinance amending and adding certain subsections of Section 22-56 of the Code of Ordinances relating to design criteria and standards for stormwater management.

• Review an ordinance granting a rezoning application by Lawrence J. Klein for property located at 1602 S. Harrison Ave., 1606 S. Harrison Ave., and 1618 S. Harrison Ave. This item was tabled during the June 6 pre-council meeting.

• Review an ordinance establishing a stop sign on Hobby Lobby Drive at the intersection with Leroy Vandyke Avenue. The Citizens Traffic Advisory Commission unanimously recommends approval.

• Review Change Order No. 2 from Sterling Excavation & Erection LLC for the Sedalia Wastewater Improvements — north basin relief sewer — for a deduction of $37,733.98. According to the meeting packet, this will be the final change order, bringing the total contract price to $4,729,839.05.

• Review an ordinance amending the FY17 budget regarding the transfer of a portion of the Parks and Stormwater Sales Tax revenue to fund stormwater management projects in the Water Pollution Control Fund. During last week’s work session, it was discussed during the Sedalia Community Center presentation from Parks and Recreation Director Mark Hewett to provide some of the sales tax, which provides revenue to both Parks and Recreation and Stormwater, to stormwater projects.

• Review a records destruction request from the Personnel Department.

• Review an ordinance amending the FY17 budget regarding asset disposals.
